Yes. The preference is chosen per quarter, from the 1st of the second month of the preceding quarter to the last day of the first month of the quarter. That is why the result lists each quarter separately.

A quarterly supplier's invoices may reach your GSTR-2B only after they file IFF or their quarterly GSTR-1. Knowing the preference explains ITC that appears late, instead of treating it as a missing return.
